Developing a rights-based AI governance at city level - Recommendations from the Cities Coalition for Digital Rights

The Cities Coalition of Digital Rights is proud to present its latest advocacy paper titled "Developing a rights-based AI governance at city level - recommendations from the Cities Coalition for Digital Rights".

Cities need to address a number of challenges that their residents may face when innovating and interacting with digital technologies. These challenges include fairness in delivering and digitizing public services; data privacy and security concerns; accountability and transparency; and digital infrastructure inequities. Advancements in AI further drive the need to address these challenges.

Cities are keenly aware of their responsibility to promote public trust and accountability when deploying technology: Local governments see their role in the regulation of AI systems as increasingly important, and some of them are already taking steps to develop frameworks for the responsible use of AI.

The Cities Coalition for Digital Rights (CC4DR) aims to ensure a responsible and rights-based governance of digital technologies at local level. These values must also be advanced in AI policy and governance, notably by emphasizing privacy, data rights, equality and transparency.

To support cities in their efforts towards ethical AI governance at local level, the CC4DR is providing recommendations in the following fields:

► Developing AI governance frameworks at city level

► Developing generative Artificial Intelligence guidelines

► Fostering a fair, ethical and transparent approach for data use and management

► Promoting transparency through the creation of an AI registry

► Mitigating the risk of harm through the development of an Algorithmic Impact Assessment framework

 

The paper was released by Mission 3 of the CC4DR, which aims to promote the use of digital technologies, Data and AI for good, led by the cities of Toronto and New York City. This is one of several position papers that the CC4DR Missions are releasing: You can find previously published papers on this website.
