For a consent-based and transparent data management in cities - Recommendations from the Cities Coalition of Digital Rights
The Cities Coalition of Digital Rights is proud to present its advocacy paper titled "For a consent-based and transparent data management in cities - recommendations from the Cities Coalition for Digital Rights".
Cities collect and process individuals' personal data in multiple ways, be it in city services or the urban environment. However, this often goes unnoticed by residents and individuals moving through public spaces. People should be made aware of the existence of these technologies, how data is collected and processed, and how it is used to improve city services that benefit the citizen.
High-profile data and privacy breaches call for human rights safeguards at all levels of governance. Among the most promising safeguards that municipalities can put in place is the consent-based data-sharing approach. Despite facing fragmented practices and legal barriers, cities are already testing consent management through pilots at local level.
The Cities Coalition for Digital Rights (CC4DR) aims to ensure the fundamental rights of individuals to privacy and control over their personal data. This includes facilitating trusted and rights-based data sharing in every data ecosystem.
To support cities in their efforts towards transparent and accountable data management, the CC4DR is providing recommendations in the following fields:
► Implementing data-driven technologies based on privacy and data protection
► Mainstreaming the use of consent-based data sharing solutions
► Developing coherent international data transparency standards
► Investing in comprehensive Digital and data literacy programs
► Empowering cities and residents by supporting Open Data strategies and solutions
This paper was released by Mission 2 of the CC4DR, which aims to provide proactive digital services that meet residents' needs, led by the cities of Helsinki and Porto. This is one of several position papers that will be released as a series leading up to the International Digital Rights Days (IDRD) on 10 and 11 December 2024.
